Why do the blooms only flower around the edges and the buds not open in the middle?

Lacecap hydrangeas, including Endless Summer Twist-n-Shout, have two different types of petal flowers. The larger ones on the outer edge are sterile. Their job is to call attention to the flowers and lure the pollinators to the smaller, fertile flowers in the center.
