I have a reblooming lilac that only blooms once in the early spring.How do I get it to rebloom?

I HAVE SEVERAL LITTLE DEVIL NINEBARK, BUT DON’T KNOW WHERE TO PLANT THEM? DO THEY LOSE THEIR LEAVES IN THE WINTER?
