Actually, dahlias are tuberous perennials. When shopping, you might find them already potted up and sold as a perennial. Or, you might find them in packages sold as a bulb, root or tuber. The Puget Sound Dahlia Association has a great site for information on how to grow and over winter them. Unlike perennials, you have to lift the tubers in the fall and store them through the winter.
