Are the Twist n’ Shout not supposed to fully bloom? Looks like mine is only partially opening up, which is what I see in the picture.

Twist-n-Shout® is a lacecap hydrangea, which has sterile flower petals surrounding small fertile florets in the center. Unlike the mophead hydrangea that forms ball-shaped flowers, this type of bigleaf hydrangea keeps that lacy appearance throughout its entire bloom cycle. They’re a great way to add some texture to the garden and are fabulous for pollinators with those fertile florets in the center.
